Li-Ann Tsei is formerly part of the Tangs, a Hong Kong mob family. The Godfather (the head of the family) discovered her as a pubescent young prostitute, took her off the streets and into his family. While a member of the crime family she is pursued by the Godfather's son, Michael, and another of his acquisitions- a rash young man named Mac Ramsey. She and Mac eventually become lovers. When she is promised to Michael in marriage, the two lovers decide to break away from the family together- and in attempting to do so almost get themselves killed. When Li-Ann is acquired by the Director and the Agency she believes that Mac is dead. During her time at the Agency before she discovers that Mac is indeed alive she becomes involved with ex-cop Victor Mansfield.

Li-Ann is loyal and duty driven, taught by her mob-upbringing that loyalty is everything. She is a woman to be reckoned with, and is quite capable of beating the dickens out of any man who tries to get the better of her. She is clever and insightful, often interpreting for her cohorts. As Michael tells one of his men in the TV movie, "There is no shame in losing to this woman."


Mac Ramsey was raised by the Tang Family before their falling out. Rescued from prison and the death threats of the Tangs by The Director, be is assimilated into the Agency, much to his chagrin. Less appealing to him is his discovery upon his arrival back into Li-Ann's life that she has a new fiancee, Vic, whom Mac calls "Ex-cop, full time dork."

Mac marches to the beat of his own drummer- he does not take orders well and disrupts many proceedings with his clowning and humor, which most likely is meant to cover up his deeper side. He is genuinely hurt by losing Li-Ann, to whom he could never bring himself to say "I love you" until it was too late. He feels constantly suffocated by the controlling atmosphere of the Agency and the domineering nature of the Director. Besides Victor, his main adversary is Officer Dobrinsky, The Director's brawny stooge, whose gas tank he has no qualms about sugaring.


Victor Mansfield- framed cop-turned-shadowy-government agent. His painfully moral and upright nature within the police force brought him to ruin and scandal, and subsequently to The Director. Within the unit he is meant to add a sense of balance to the professional criminal skills of Mac and Li-Ann.  Says The Director, "Victor has been exactly what I thought he'd be. Effective.
