Vic is on the surface tough, but he obviously has a very deep inner spirit. Initially he is jealous of Mac, and Mac of him, and the two verbally spar with each other constantly. As the series progresses, however,  Vic loses Li-Ann,  and he and Mac are forced to work side by side in life and death situations to such a degree that a profound sense of friendship develops- although neither will admit to it. The most subtle yet touching instance of this compassion is shown in an episode entitled "True Blue," in which Mac and Li-Ann rescue  Vic from particular danger.  After his peril is averted, a shaken Vic sits in the middle of the floor. Mac lays a gentle hand on Vic's shoulder in comfort, which after a time Vic acknowledges by briefly resting his hand on Mac's- a very touching moment for these two macho men who not too long prior to the incident would only begrudgingly work together.  The Victor-Mac relationship is often a source of comedy in this show, which is part crime-drama and part spoof-comedy with humor that can border on the slapstick.His deep friendship with duty-driven Li-Ann is maintained throughout their experience together.

Li-Ann is often the interpreter for these two men, having known both of them so well (Mac since childhood,) and she often ends up explaining to one the source of the other's "bizarre" behavior. When Vic is reprimanded by being given a suspension, Mac puzzles over why Vic's punishment is to be given what he calls a "vacation," but Li-Ann is able to paint for us the difference in Vic's thinking: "He lives to work. When he isn't working, he's miserable." Victor is driven and serious, occupied by his work, but also has a sense of humor and is later in the season seen giggling with Mac over which women they'd like to see fight each other in steel cage matches. He is also tainted with a sense of melancholy over his lack of personal freedom within the Agency (this is a constant motif throughout the show) and longs for his own life in which his every move is not dictated by the shadowy "Director"….
